Explainer: Venezuela crisis puts Trump policy to the test

Posted: 01 May 2019 03:27 PM PDT

Explainer: Venezuela crisis puts Trump policy to the testIn its biggest political and diplomatic intervention in Latin America in years, the U.S. government has rolled out waves of punitive measures against Venezuela, including several rounds of sanctions on its leadership, vital oil sector and banks. With fewer levers left to pull and protests apparently petering out on Wednesday, President Donald Trump could suffer a setback if Guaido's latest push fails to ignite a broader uprising against Maduro. Hawkish national security adviser John Bolton and other Trump aides chafed on Tuesday over what they said was the failure of three senior Maduro loyalists who purportedly had negotiated with the opposition to change sides but then reneged.

US says military action 'possible' in Venezuela as Kremlin is told to stop meddling

Posted: 01 May 2019 04:54 AM PDT

US says military action 'possible' in Venezuela as Kremlin is told to stop meddlingDonald Trump's administration has warned Russia to stop meddling in Venezuela and talked up the chance of US military action as a second day of clashes between protesters and security forces played out.  Mike Pompeo, the US secretary of state, said that military involvement of some form is "possible" as he accused the Kremlin of convincing embattled president Nicolas Maduro to remain in post on Tuesday.  John Bolton, the White House national security adviser, raised the possibility of fresh sanctions as he told Russia publicly that it had no business getting involved in the Venezuelan dispute.  "This is our hemisphere. It's not where the Russians should be interfering. This was a mistake on their part," Mr Bolton said.  The Kremlin, which is backing Mr Maduro, in turn accused America of being behind an attempted "coup", calling Washington's actions a "gross violation of international law". The US-Russia tensions flared as Juan Guaido, the 35-year-old opposition leader who declared himself interim president in January, once again took to the streets after urging a military uprising, despite violence leaving dozens injured the day before.  Members of the Bolivarian National Guard who joined Venezuelan opposition leader and self-proclaimed acting president Juan Guaido fire into the air to repel forces loyal to President Nicolas Maduro Credit: AFP In Caracas, the Venezuelan capital, national guardsmen loyal to Mr Maduro roamed on motorcycles to control the demonstrations while tear gas was again used on the crowds. Mr Guaido had called for the biggest protests in the country's history.  Supporters of Mr Maduro, the 56-year-old socialist leader, took to the streets as well. Mr Maduro was due to attend a rally and vowed that military figures who turned on him would not go "unpunished".  Tuesday's calls by Mr Guaido for a military uprising had failed to topple Mr Maduro immediately and there were signs that some of those involved were seeking protection.  Leopoldo Lopez, a well known opposition politician who escaped his house arrest and appeared in public on Tuesday, took refuge in the Spanish embassy. At least 25 Venezuelan troops have also applied for asylum in the Brazilian embassy. Maduro appears flanked by Venezuela's Defence Minister and two top military commanders in a photo released on Tuesday by the Miraflores Press Office Tensions have been mounting between the US, one of more than 50 countries backing Mr Guaido's claim to power, and Russia and Cuba, who support Mr Maduro and have been accused of propping him up.  Mr Maduro denied a claim by Mr Pompeo that he was due to flee the country on Tuesday only to be convinced otherwise by the Russians. "Mr Pompeo, please, what lack of seriousness," he said. The Russian foreign ministry also issued a denial, with spokesman Maria Zakharova calling it "absolute disinformation and fake news".  Mr Pompeo doubled down on the Trump administration's instance for months that all options were on the table when it comes to US military action in Venezuela. "The president has been crystal clear and incredibly consistent. Military action is possible. If that's what's required, that's what the United States will do," Mr Pompeo told Fox Business Network. An opposition demonstrator walks near a bus in flames during clashes with soldiers loyal to Maduro Credit: AFP   He later talked to Sergey Lavrov, the Russian foreign minister, and urged the Kremlin to stop its "destabilising" actions, according to the State Department. Mr Lavrov in turn called US actions illegal, according to a read out from the Russian foreign ministry, and warned "the continuation of aggressive steps is fraught with the most serious consequences".  With the Brazilian president Jair Bolsonaro claiming a "crack" in the Venezuelan military had been revealed but Mr Maduro himself insisting commanders remained loyal, the Venezuelan president's chances of staying in office remain unclear.  But some are predicting he could yet retain power. Sergio Gúzman, a Bogota based political risk analyst, told The Telegraph: "I think the moment has gone for Guaido. Maduro may have lost some military support but the opposition is losing momentum at a greater rate."

Democrat mocks William Barr's refusal to attend hearing with bucket of fried chicken: 'He's here!'

Democrat mocks William Barr's refusal to attend hearing with bucket of fried chicken: 'He's here!'A US congressman bizarrely brought a bucket of fried chicken to the House Judiciary Committee hearing that Attorney General William Barr refused to attend Thursday morning.Seemingly a shot at Mr Barr's fear of the committee, Rep. Steve Cohen, the Democratic representative from Tennessee, also brought in a ceramic chicken. He placed the chicken in what would have been the Attorney General's spot before the committee. He told reporters "He's here!" and gestured to his bucket of fried chicken. He then proceeded to eat from the bucket, and offer its contents to his colleagues.Perhaps because the chicken was presented well before noon, none took him up on the offer. Mr Barr hinted late Wednesday night that he would not be attending the House Judiciary Committee hearing to review special counsel Robert Mueller's report on Thursday, after a long day of being questioned by the Senate Judiciary Committee. On Thursday, he did not show up to the hearing.Today's hearing would have allowed lawyers from both political sides to question the attorney general after the traditional round from members of Congress. The Justice Department expressed its disapproval over this format, which has been used in notable situations in the past.Members of congress have responded by using their time to express their disapproval of Mr Barr's failure to appear. In Rep. Cohen's case, his opinion of the nature of Mr Barr's lack of appearance is clear.

With sake and Shinto rites, Japanese see in new eraWith refreshing slurps of sake, a spot of mediaeval horseback samurai archery, and solemn Shinto rites, Japanese rang in a new imperial era in festive mood Wednesday as Naruhito became their 126th emperor. Unseasonable rain had somewhat dampened the party atmosphere for Tuesday's historic abdication of Naruhito's father Akihito, with only a handful of hardy souls cowering under umbrellas to pay their respects at Tokyo's sprawling Imperial Palace. As crowds lined the path, some 30 Shinto priests wearing traditional white robes and tall black hats marched under a huge gate towards the main building to conduct a festive ceremony to "report" the new emperor's accession to his ancestors, the Shinto gods.

News details emerge of failed plot to oust Venezuelan president Nicolas Maduro

Posted: 02 May 2019 03:50 PM PDT

News details emerge of failed plot to oust Venezuelan president Nicolas MaduroVenezuelan president Nicolas Maduro appears to have seen off an attempt to oust him after American claims that key allies were about to defect failed to materialise.  John Bolton, the White House national security adviser, went public with the names three senior Venezuelan figures earlier this week after Juan Guaido, the 35-year-old opposition leader, called for a military uprising.  Vladimir Padrino, the defence minister, Maikel Moreno, the head of the Supreme Court, and Ivan Rafael Hernandez Dala the head of the presidential guard, were all named as being prepared to turn on the Venezuelan president.  Mr Bolton said that the plan involved the Supreme Court saying that Mr Guaido, who has cited the constitution in declaring himself interim president, was the rightful leader, with that in turn giving "cover" for the military to defect.  Elliott Abrams, the US envoy for Venezuela, went a step further, saying that a 15-point document had been discussed between Mr Guaido's allies and members of Mr Maduro's inner circle.  However on Thursday it appeared that the plot had fallen short, with Mr Padrino appearing alongside Mr Maduro in a high profile show of support and criticising those behind the attempted military uprising. Mr Padrino spoke out against "anti-democratic, fascist, extremist and far-right" figures in the country, saying they had nothing to offer Venezuela and shouting: "Always loyal, never traitors!" A Venezuelan court also issued an arrest warrant for Leopoldo Lopez, the well known opposition politician who had escaped from house arrest to take to the streets in protest.  Mr Lopez had appeared by Mr Guaido's side on Tuesday in a video which called for a military uprising to topple Mr Maduro but has since sought refuge in the Spanish embassy.  There were signs that some top figures have abandoned Mr Maduro, the embattled socialist president who remains clinging to power despite a slumping economy and nationwide blackouts.  Manuel Ricardo Cristopher Figuera, the head of Venezuela's secret police, was sacked earlier this week, a move that senior US officials see as significant.  Venezuela's self-proclaimed president Juan Guaido greets supporters during an attempted military uprising in Caracas Credit: AP Photo/Fernando Llano Fresh details of the plot - which Mr Maduro and his allies call a "coup" - have emerged in recent days as Trump administration figures have gone public with their support for Mr Guaido. The US is among more than 50 countries backing his claim to power.  Mr Bolton gave a detailed account of the plot to Hugh Hewitt, a radio talkshow host, while insisting that the US was not involved the plans.  Mr Bolton said: "Senior officials of the Maduro regime were flatly agreeing that Maduro had to go. "They had documents they were prepared to sign with opposition leader Juan Guaido that would embody their agreement and the steps that would be taken.  "The Supreme Court would declare Maduro's constituent assembly illegitimate. That would clarify for everybody, if anybody needed clarification, the legitimacy of the national assembly led by Juan Guaido.  "And then that would have allowed the military to cover themselves in a way, Defense Minister Padrino and others, to take action. Now for reasons that are still not clear, that didn't go forward [on Tuesday]."  Elliott Abrams, the US envoy for Venezuela, gave more details to the Venezuelan channel, VPITV.  He said: "There is a document. The US was not involved in the negotiations, but they tell me it is a long document – there are 15 points I think – it mentions guarantees for the military, a dignified exit for Maduro, Guaido as interim president, the Supreme Court and the high command stay in position, free elections within 12 months." The collapse of the plot leaves the next steps for the Venezuelan opposition clouded in uncertainty as an international row between US and Russia, which backs Mr Maduro, continues to rumble on.  Donald Trump, the US president, said on Thursday: "I'd like to begin by sending our prayers to the people of Venezuela in their righteous struggle for freedom. The brutal repression of the Venezuelan people must end, and it must end soon."

Demonstrator killed and dozens injured in Venezuela clashes as opposition protests fizzle outVenezuela's military was thanked by president Nicolas Maduro for resisting calls to rise up against his regime on Thursday after days of violent clashes. In a show of defiance and strength, Mr Maduro took part in an early morning parade alongside what his administration said were 4,500 military personnel.  "Yes, we are in combat, keep morale high in this fight to disarm any traitor, any coup plotter," Mr Maduro said at the televised event on Thursday.  Pictures showed Mr Maduro, 56, waving in a cap and jacket surrounded by soldiers in uniform at a military base in Caracas, the Venezuelan capital.  State television reportedly called the parade a "march to reaffirm the absolute loyalty of the armed forces". Mr Maduro's address was also posted on social media.  Thousands took to the streets, but it was not enough Credit: FEDERICO PARRA/ AFP Both Vladimir Padrino, the defence minister, and Remigio Ceballos, the military operations chief, flanked Mr Maduro during the dawn address.  The message was an attempt to reassert control after 48 hours which saw calls for a military uprising, protests marred in violence and speculation that senior figures could defect.  Juan Guaido, the 35-year-old national assembly leader who declared himself interim president in January, had issued his own social media video surrounded by soldiers on Tuesday morning.  National Guards fired tear gas at a hardcore of demonstrators after the majority of protesters went home Credit: MATIAS DELACROIX/AFP That dramatic message had called for the nation's military to rise up against Mr Maduro, who he argues has usurped power on the back of an illegitimate election. On Tuesday and Wednesday violent scenes played out across the country as thousands of supporters of Mr Guaido took to the streets in support for his claim.  Security forces who remained loyal to Mr Maduro used tear gas, water cannons and, according to reports on the ground, live fire at times to keep the crowds in control.  Venezuela | Read more Human rights organisations and health services reported 46 people injured in Wednesday's clashes, including one person with a gunshot wound. Jurubith Rausseo, 27, died after being hit by a "bullet in the head", according to the non-governmental Venezuelan Observatory of Social Conflict.  One person was killed and dozens injured in Tuesday's clashes, human rights monitors also said. The government said more than 150 people were arrested. Mr Guaido expressed optimism about claiming power during an interview with the Fox Business Network despite Mr Maduro being still in place as the week nears its end.  "As long as we are mobilised and united, we are very close to achieving our freedom," he said. "Can't tell you a specific date or time. Working on transition. Democracy has always taken time."

Google’s awesome new privacy feature will auto-delete your location history

Posted: 01 May 2019 01:30 PM PDT

Google's awesome new privacy feature will auto-delete your location historyWe had our first hint this was coming thanks to a beta version of Google Maps from a few months ago, inside of which code was found that revealed Google was considering an excellent new privacy feature. And today, after getting a black eye from reports last summer that revealed Google was tracking and saving your location even when you thought you'd disabled the feature, Google announced the addition of a new privacy control available to users: Auto-deletion of your location history. The feature, which is coming first to location history as well as to your web and app activity, will roll out in the coming weeks, according to a company blog post penned by Google Search product manager David Monsees and Google Maps product manager Marlo McGriff.Presumably, this new feature covers all of the location data Google collects about you. The company got in trouble last year when an AP investigation revealed that users who thought they'd turned off the location history setting were still seeing their data collected and stored -- not realizing that Google catalogues your location details in a few different places."You can already use your Google Account to access simple on/off controls for Location History and Web & App Activity, and if you choose -- to delete all or part of that data manually," today's announcement reads. "In addition to these options, we're announcing auto-delete controls that make it even easier to manage your data."Here's how it works. All you need to do is choose a time limit for how long you'll allow Google to save your activity data, with the options being between three and 18 months. Any data older than the limit you set gets automatically deleted on an ongoing basis. It's certainly a positive step that Google is taking action here, although it's this kind of thing that drew the ire of European regulators last year, so the company clearly needed a prodding to fix things. Today's blog post also seems to hint that this feature is coming soon to other aspects of your Google experience, with the reference to the fact that it's "coming first" to location history and your web and app activity."You should always be able to manage your data in a way that works best for you -- and we're committed to giving you the best controls to make that happen," today's announcement concludes.
