Congo's Kabila names opposition figure Tshibala prime minister Posted: 07 Apr 2017 11:36 PM PDT By Aaron Ross DAKAR (Reuters) - Democratic Republic of Congo President Joseph Kabila named a former member of the largest opposition party as prime minister on Friday, a move likely to further divide Kabila's opponents after talks to negotiate his exit from power broke down. A statement from the presidency named Bruno Tshibala as prime minister in a new transitional government meant to organise a presidential election by year-end following Kabila's refusal to step down when his mandate expired in December. Opponents of Kabila, who has ruled Congo since his father's assassination in 2001, suspect he intends to repeatedly delay elections until he can organise a referendum to let himself stand for a third term, as his counterparts in neighbouring Congo Republic and Rwanda have done. |

Asked whether she now believes that failing to take a tougher stand against Syria was her worst foreign policy mistake as secretary of state under President Barack Obama, Clinton said she favored more aggressive action against Syrian President Bashar al-Assad. |

The ACLU made the argument as part of its lawsuit in federal court in the Northern District of California on behalf of three student visa holders against Trump's March 6 executive order barring travelers from Iran, Libya, Somalia, Sudan, Syria and Yemen from entering the United States for 90 days and refugees for four months. U.S. Secretary of State Rex Tillerson issued instructions to implement Trump's order in a series of four cables to consular officers worldwide last month, which were first revealed by Reuters. |

Hyundai, Kia recall 1.2 million vehicles to prevent premature engine failure Posted: 07 Apr 2017 07:41 AM PDT Hyundai and its South Korean sibling, Kia, are recalling nearly 1.2 million cars and crossovers from the 2011 to 2014 model years. Documents from the National Highway Traffic Safety Administration show that the engines in some of those vehicles may have an increased likelihood of stalling, which could dramatically increase the risk of accidents. The engines suffer from two problems, both of which stem from flawed manufacturing processes. NHTSA's defect report on the Kia vehicles affected by the recall explains that after the engines' crankshafts were machined, their oil passages may not have been completely cleared of metallic debris. Complicating matters is that the engines' crankpins were manufactured with uneven surfaces. Combined, the crankshaft debris and the roughness of the crankpins can keep oil from getting to an engine's connecting rod bearings, which can cause the bearings to wear out prematurely. That, in turn, can cause the bearings to fail, forcing the engine to stall. The good news is that failure of the connecting rod bearings is rarely sudden, and drivers are almost always warned of the issue ahead of time by a very unusual banging noise coming from the engine compartment. (If you've ever had the experience, you know what we mean. It sounds a bit like a Terminator-sized Energizer bunny hopped up on triple espressos trying to break out of a prison cell.) Also good news: while engine failures have been reported by owners, Kia has received no news of accidents or injuries linked to the problem. (Hyundai's documents haven't yet been published.) The recall affects 572,000 Hyundais and 618,160 Kia vehicles registered in the U.S., including: 2013-2014 Hyundai Sonata 2013-2014 Hyundai Santa Fe Sport 2011-2014 Kia Optima 2012-2014 Kia Sorento 2011-2013 Kia Sportage Hyundai owners should begin receiving recall notices in the mail around May 19. Kia owners can expect them a week or so later, around May 25. After receiving those notices, owners will be able to take their vehicles to their local dealerships, where mechanics will inspect the engine assembly and replace the affected parts, as necessary. The fix will be carried out at no charge to owners. If you own one of these vehicles and have further questions, you're encouraged to call Hyundai customer service at 855-671-3059 and ask about recall #162, or call Kia customer service at 800-333-4542 and inquire about recall SC147. You can also call NHTSA's Vehicle Safety Hotline at -888-327-4236 and ask about safety campaign 17V-226 (Hyundai) or 17V-224 (Kia). |

While the recently revealed 2018 Buick Regal Sportback and Regal TourX will arrive with 4-cylinder power only, the brand has apparently slipped up and confirmed the next Regal GS will have a 3.6-liter V-6 engine. A massive asteroid is going to zip past Earth later this month Posted: 07 Apr 2017 04:12 PM PDT The universe never lets us here on Earth go very long before reminding us that we're really just a random dice roll away from global catastrophe. The next timely reminder will happen on April 19th when asteroid 2014 JO25 will cruise by our planet at a relatively safe distance of roughly 1.1 million miles. That distance, while relatively comfortable, is still pretty close, especially when you realize how large the rock actually is.
NASA's Jet Propulsion Laboratory describes 2014 JO25 as being approximately 2,000 feet wide, or about 650 meters across, which is a little more than two-fifths of a mile. That's a pretty large chunk of rock, and NASA says it's the largest asteroid to come that close to Earth since 2004, with the next similar flyby predicted to occur in 2027 when asteroid 1999 AN10, measured at about a half mile in width, makes an appearance at a distance of 236,000 miles. https://www.youtube.com/watch?v=cItnmeZGxZM For a few nights following April 19th, amateur astronomers may be able to catch a glimpse of 2014 JO25 thanks to it gaining brightness, though it will still be somewhat difficult to spot. This particular asteroid isn't expected to come this close to our planet again for another 500 years or more. April 19th will also mark the appearance of a comet for some star gazers who happen to live in the right place. Comet PanSTARSS (C/2015 ER61) will be at its nearest point to Earth that day, though it'll still be a very distant 109 million miles away. Having gained a lot of brightness since its discovery in 2015, the comet can now be seen with binoculars at specific times of the day. |
California lawmakers approve fuel tax hike for $52 billion road plan Posted: 07 Apr 2017 12:50 AM PDT The legislation heads to the desk of Democratic Governor Jerry Brown, who urged its support after the Democratic-led state legislature passed it on Thursday with a 27-11 vote in the Senate and then a 54-26 vote hours later in the Assembly. "The Democratic Party is the party of doing things, and tonight we did something to fix the roads in California," Brown said during a news conference after the vote. The measure will increase the excise tax on gasoline by 12 cents per gallon from the current $0.28 and on diesel fuel by 20 cents per gallon, among other fees, over 10 years. |
