The quake's epicentre was around 90 kilometres (55 miles) south of Porgera in Enga province, according to the US Geological Survey, and hit at a depth of 35 kilometres. Posted: 25 Feb 2018 01:25 PM PST The sheriff of Broward County is facing mounting calls for his resignation following a series of failures before and during the Parkland school shooting, with the governor of Florida announcing on Sunday he was launching an inquiry. Rick Scott, the Republican governor of the state, said serious questions had been raised about the sheriff's office's actions. "I have asked for the Florida Department of Law Enforcement (FDLE) to immediately investigate the law enforcement response and will continue to review this matter as more facts come out," he said. "There must be an independent investigation and that is why I asked the FDLE Commissioner to immediately start this process." Last week it emerged that an armed sheriff's deputy, Scot Peterson, was on the campus of Marjory Stoneman Douglas high school when Nikolas Cruz opened fire – but he did not enter the building. "He's the only one with a gun, and a bulletproof vest, and he did nothing," said Brandon Huff, a student at the school. Mr Peterson has resigned. Students evacuated from the school on Valentine's Day Some reports suggested there were three other deputies outside the school when Coral Springs police arrived – but Scott Israel, sheriff of Broward County, denied that. "We will investigate every action of the deputies, and their superiors," said Mr Israel. "It's a voluminous investigation. We're taking hundreds and hundreds of statements. "While the killer was on campus, there was one armed person within the proximity of that school -and that was Peterson." Deputies received at least 18 calls regarding Cruz prior to the Valentine's Day shooting, which killed 17 people. Mr Israel said 16 of those calls were handled "as they should have been", but the remaining two are being investigated. "I can only take responsibility for what I knew of," said Mr Israel. "I've shown amazing leadership. These deputies received the training they needed. "In the five years I've been sheriff we've taken the Broward sheriff's office to a new level. At this point one person didn't do as he should, and it makes me sick to my stomach." Rick Scott, governor of Florida, with, on his right, Scott Israel, sheriff of Broward County Seventy four members of the Florida House have called on Mr Scott to suspend Mr Israel, including the speaker of the House, Richard Corcoran. Bill Hager, a Republican state politician for Boca Raton, went further, calling for Mr Israel to be fired. He wrote a letter to Mr Scott on Saturday, urging him to relieve Mr Israel from his duties for "neglect of duty and incompetence". Mr Hager also cited reports that there were "23 calls to the Broward Sheriff's Office relating to Nikolas Cruz and his home, as well as 39 visits by Broward Sheriff Deputies." He continued: "The sheriff was fully aware of the threat this individual presented to his community and chose to ignore it." But Mr Israel hit back, describing Mr Hager's letter as riddled with false accusations. "It was a shameful, politically-motivated letter and I will not resign," he said. |

Russian hackers pose as North Koreans to launch cyberattack on Winter Olympics, claims US Posted: 25 Feb 2018 12:20 PM PST Russian hackers attacked South Korean government computers during the Winter Olympics, but made it look like the attack was carried out by the North, US intelligence agencies believe. As the Pyeongchang games came to a close on Sunday, watched by US President Donald Trump's daughter Ivanka and North Korea's blacklisted military general Kim Yong-chol, US newspapers reported that Russia had carried out the cyber attack in revenge for being excluded from competing following accusations of doping. During the Opening Ceremony, Russian hackers operating from the GRU – the Russian military intelligence agency – allegedly masked their IP addresses to make it look like their hack had come from North Korea. Officials in Pyeongchang acknowledged that the games were hit by a cyber attack during the February 9 Opening Ceremonies, but had refused to confirm whether Russia was responsible. There were disruptions to the internet, broadcast systems and the Olympics website. Many attendees were unable to print their tickets for the ceremony, resulting in empty seats. On Sunday, as the games drew to a friendlier end, with a sentimental closing ceremony packed with K-pop and pyrotechnics, the North topped off its weeks-long charm offensive by apparently extending the olive branch to its sworn enemies in the US. After sending athletes, cheerleaders and Kim Jong-un's own sister to Pyeongchang in an unprecedented diplomatic thaw, North Korea's delegation to the South also expressed willingness to talk to Washington yesterday/SUNDAY. Not everyone was convinced by the North's overtures, however. The North Korean delegation led by Kim Yong-chol, head of the Workers' Party United Front Department and the man accused by Seoul's intelligence agency of masterminding a deadly 2010 attack on a South Korean warship, was met by protesters, who attempted to block vehicles from reaching the ceremony as the convoy crossed the Demilitarised Zone. To avoid a clash, the North Korean motorcade took an alternative route after crossing the DMZ. The South's opposition Korea Liberty Party accused the government of "abuse of power and an act of treason" for shielding the North Korean vehicles from the protest. On arrival at the ceremony, Ms Trump and Mr Kim did not speak. But South Korea issued a statement saying that South Korean President Moon Jae-in met with a delegation from the North shortly before the closing ceremony, and the North expressed willingness to engage in a dialogue with the US. The North has "ample intentions of holding talks with the United States," Moon's office said in a statement. The North's delegation also agreed that "South-North relations and US-North Korean relations should be improved together," the statement said. South Korean President Moon Jae-in and South Korean first lady Kim Jung-sook, Ivanka Trump, senior White House adviser, Chinese Vice Premier Liu Yandong, South Korea's Constitutional Court President Lee Jin-sung and US Forces Korea Commander Vincent Brooks and Kim Yong-chol of the North Korean delegation, attend the closing ceremony Credit: REUTERS/Murad Sezer The White House gave lukewarm support to the idea, saying that talks would only begin if it was clear they would lead to "the complete, verifiable, and irreversible denuclearization of the Korean Peninsula." White House press secretary Sarah Huckabee Sanders, who attended the games as a member of the US delegation, said "we will see". Ms Sanders said Mr Trump remained committed to achieving the "complete, verifiable and irreversible denuclearization" of the peninsula and that his "maximum pressure campaign" against North Korea must continue until it abandons its nuclear and missile programs. Winter Olympics 2018: Best pictures from South Korea's PyeongChang games Ms Sanders said the US, South Korea and the international community "broadly agree" that denuclearization must be the outcome of any dialogue with North Korea. She said North Korea has a bright path ahead if it chooses to comply. "In the meantime, the United States and the world must continue to make clear that North Korea's nuclear and missile programs are a dead end." Mr Trump once scolded Secretary of State Rex Tillerson, who favors diplomacy with North Korea, for "wasting his time trying to negotiate with Little Rocket Man," Mr Trump's derisive nickname for North Korea's leader. Last week it emerged that Mike Pence, the vice president, was on the verge of meeting representatives of North Korea on the sidelines of the games. Mr Pence's office said later that a potential meeting between the two sides was scratched at the last minute by the North Koreans after Mr Pence condemned human rights violations, and new economic sanctions were announced. |

David and Louise Turpin facing additional charges over California 'house of horrors' Posted: 24 Feb 2018 01:30 AM PST A couple facing trial over the torture and false imprisonment of their 13 children had four more charges filed against them on Friday in a California court. The Riverside County district attorney filed three further charges of child abuse against David and Louise Turpin, and one count of felony assault by Mrs Turpin against one of her children. The couple are pleading not guilty to all 42 charges, including torture, false imprisonment, abuse of a dependent adult and child abuse, as well as one count of lewd conduct with a minor against Mr Turpin. Lawyers for the couple said they are both pleading not guilty to the additional charges filed on Friday. "Today we filed an amended complaint in the Turpin case this afternoon," said John Hall, spokesman for the district attorney's office, speaking outside court after the hearing. David and Louise Turpin with their children "We have amended the complaint to file three new charges on both defendants of child abuse, and one new count against only defendant Louise Turpin of felony assault. "There have been no counts that have been removed, and no other additional counts other than those. "It's further investigation that we've been doing in this case has led us to amend the complaint. That's not uncommon in cases," he added. "It could add some time to the exposure that they're facing, I don't have that tabulated right now." Mr Hall said he was not aware of any changes to the charges filed against the couple last month. Evidence which will be passed to the defence in discovery includes "voluminous" video and audio recordings, and physical evidence, according to Dave Macher, attorney for Louise Turpin. A new Felony Settlement Conference was set for March 23, where the attorneys for all sides will discuss the charges with the judge, and a new preliminary hearing was scheduled for May 14. The May hearing will likely involve testimony from police officers involved in the case, without the Turpin children being present, Mr Hall said. David and Louise Turpin's mugshots at a press conference on January 18 David Turpin appeared in court dressed in a black suit with a blue shirt, and had trimmed his hair since his first court appearance. He sat facing forward, with a lawyer sat between him and his wife. Mrs Turpin wore a fitted black suit and turned to watch the scores of journalists, law enforcement and public file into the court. The two defendants spoke only to confirm the date of the next court hearing. The Turpins' children, aged between two and 29, have been taken into care and are split between two foster homes, sources say. Having lived under the tyrannical and abusive rule of their parents their whole lives, the children have not experienced many of the things other children take for granted – they are currently being introduced to iPads, Harry Potter movies, and even toothbrushes. The alleged abuse was revealed when one of the children, a 17-year-old girl, escaped out of a window at their house in Perris, California, and called 911. Police arrested David and Louise Turpin at the property last month. The house in Perris, California where the Turpins lived Mike Hestrin, Riverside County district attorney, said police found the girl's 12 siblings inside the four-bedroom home, padlocked and shackled to the furniture, lying in their own urine and faeces. All 13 children were hospitalised, and were so malnourished they were at risk of shock. The eldest child, a 29-year-old woman, weighed just 82lbs (5 stone) when she was rescued. Officials said a total $570,000 has been donated from around the world to help pay for their healthcare and education. "In cases like this there are long-term needs like behavioral health, housing, scholarships, educational support, tutors and medical needs," Erin Phillips, a spokeswoman for the Riverside University Health System told CNN. "It's been amazing the outpouring of love and sentiments," Phillips said. "It reminds us there is so much light in this world in contrast to such a dark case." Jack Osborn and Caleb Mason, lawyers who represent seven of the older children, said that staff had converted a ward at Corona Medical Center to make them more comfortable, with an outdoor area where they can exercise and play sports. "That in itself is a new experience for them, understanding that they do have rights and they do have a voice," Mr Osborn told CBS. "That's a big deal, deciding what they're going to read, deciding what they're going to wear, these are all things that are decisions they make every day that are new and empowering." Corona mayor Karen Spiegel said nurses at the hospital looking after the Turpins' children told her they were "warm" and "appreciative". "They talk about how warm and loving these kids are and so appreciative," she said. "Some of them have never really seen a toothbrush before... Things that we just take for granted mean so much to these kids." Detailing the allegations against the Turpins at a press conference last month, Mr Hestrin said the children were "hogtied" and subject to "frequent beatings and even strangulation". "As a punishment starting many years ago they began to be tied up, first with ropes," he said. "One victim was tied up and hogtied. When that victim was able to escape the ropes the defendants started using chains and padlocks. "These punishments would last for weeks or even months," he added. "The victims were often not released from their chains to go to the bathroom." Mr Hestrin said the couple engaged in the psychological torture of their children, taunting them at their home with toys and food that they were not allowed to touch. Police are understood to be still combing through a stack of the children's journals recovered from the house, looking for further evidence of the alleged abusive treatment by their parents. |
