Illinois governor apologizes for calling teachers illiterate Posted: 22 Jul 2016 11:28 AM PDT CHICAGO (AP) — Illinois Gov. Bruce Rauner apologized Friday for a 2011 email in which he characterized Chicago public school teachers as "virtually illiterate" and principals as "incompetent," but said he was frustrated by the pace of change in the nation's third-largest school system.
