U.S. government pursues new rules for teacher-training programs

By Will Dunham and Elvina Nawaguna WASHINGTON (Reuters) - President Barack Obama has directed the Department of Education to craft rules to evaluate U.S. teacher training programs amid concern that too many new teachers are walking into classrooms unprepared for the job, the White House said on Friday. By this summer, the department will propose regulations to strengthen teacher preparation programs and, after a period of public comment, will aim to publish final rules on the matter within the next year, the White House said. Education Secretary Arne Duncan told reporters poor teacher preparation programs produce teachers "who are under-prepared, who are ineffective and who are frustrated." "That's simply not fair to those teachers, or to aspiring teachers, or to their students," Duncan said. "The administration will encourage and support states in developing systems that recognize excellence and provide all programs with information to help them improve, while holding them accountable for how well they prepare teachers to succeed in today's classrooms and throughout their careers," the White House said in a statement.

Trucker in fiery California crash worked long shift: early report

A trucker had driven more than 350 miles and worked over seven hours towing two semi-trailers when his vehicle crossed a California highway median and slammed into a bus full of high school students this month, killing 10 people, a preliminary report showed on Friday. But the report by the National Transportation Safety Board did not say whether the FedEx driver had become distracted or lost consciousness or whether a mechanical failure had occurred when his truck swerved across the median. Among the dead in the fiery April 10 crash in the city of Orland, an agricultural community north of Sacramento, were five Los Angeles-area students on their way to tour a Northern California university campus, as well as their chaperones and both drivers. Friday's report said the truck driver left a FedEx facility in Sacramento at 10 a.m. the day of the crash and delivered two trailers to the city of Weeds, about 230 miles north.

Uganda 'to jail students who fail to repay loans'

Museveni, speaking on Thursday at the launch of a government loan programme to encourage poorer students to go to higher education, warned that those who fail to repay face a fine of some 400 dollars (290 euros), or jail for half a year, according to the Daily Monitor newspaper. "You have to pay back when you finish and get a job," Museveni told students, the newspaper reported. University enrolment has grown six-fold in the past two decades but large numbers of students fail to repay university fees on time, according the World Bank.

For many international students, the idea of earning an online degree from a U.S. school can seem like an enticing alternative to studying abroad. But while online education is cheaper than its on-ground counterpart, the price can still be less than ideal for international students. If the cost of a specific U.S. online program is a concern, experts say international students can consider a variety of options, including seeking out funding and taking advantage of new, free online options. At most colleges and universities, international students who study online will pay the same rates as their American peers -- not more, says Ray Schroeder, associate vice chancellor of online learning at the University of Illinois--Springfield.
